Global Evaluation Trends

The following topics have been determined from a worldwide analysis of top organisations (Guadet and Phillips, 2003):

  • Evaluation becomes more and more an integral part of human resource development.
  • There is a shift from a reactive approach to a more proactive approach with evaluation addressed early in the cycle.
  • The role of evaluation processes is increasing with respect to the implementation of HR-initiatives.
  • The implementation of a comprehensive measurement and evaluation process usually leads to increased emphasis on the initial needs assessment (result-orientated needs assessment).
  • Technology (software) is significantly enhancing the measurement and evaluation process, enabling large amounts of data to be collected, processed, analysed and integrated across programs (meaningful benchmarks).
  • Data from evaluation are being used to identify room for improvement and demonstrate achievements / learning success.
  • Organisations without comprehensive measurement and evaluation have reduced or eliminated their program budgets.
  • Organisations with comprehensive measurement and evaluation have enhanced their program budgets.

These global evaluation trends are also emphasised in the acknowledged magazine “Training.com”, which analyses on an annual basis how many HRD initiatives have been measured on the 5 levels of evaluation. One key statement from last year’s analysis is that the tendency to measure on ROI increases continuously. If you have any questions concerning this research please contact the ROI-Institut.

This trend also applies to the European continent. Governments and top organisations have been requiring specific software tools in their HRD tenders for some time now. Trainers are expected to have a ROI certified education.

The largest gap in HRD is the measurement of initiatives according to the magazine managerSeminare. If you wish to receive further information we are happy to send you the according survey as well as the report on global evaluation trends.
